do these attach to the frame? if so where ?
Referring to the installation instructions, these attach to the body mount locations on the frame.

What are the actual dimensions of the product?
The bottom tube length is about 70" long , the top tube is about 52" long at the top , the Rock guard sticks out about 3" from the body to the outside edge and this uses a 2" OD tube .
