is this axle 4340 chromoly?
No, this is standard axle grade steel

Does this part fit a 2004 standard Tj rubicon? Confused by the pictues hub side having a large spline. Crown part doesn’t have it.
That is the ABS tone ring. You would use it if you TJ Rubicon was equipped with Anti lock brakes. If not equipped you would remove the tone ring to install.
