does this include all necessary hardware?
The only hardware that is included with this kit is the adjusting screws and hardware for the headlights. Any of the attaching hardware to the body should be reused or purchased new.

will this fit on a 1990 jeep cherokee?
No, unfortunately Crown does not make a kit for the earlier Cherokees. Please see 72503.800 for the earlier model grill surround.
