Can these be used as is? No paint? Thanks

Yes, you can use the Crown Automotive 5KCK Smooth Paintable Fender Flare Kit on your 2007-2018 Jeep Wrangler JK without painting them.

No, these are standard height and standard width fender flares.

If painting black do I need to primer these?

Yes they do still need a primer coat in order for the paint to cure properly.

Can I use the stock plastic inner protector flares with these? Are there any drilling to add these? I want to paint these the Hydro blue pearl to match 2015 jeep JK

These will fit with all stock fender flare parts, including the supports and inner liners...The only reason you may have to drill is if the original bolts/hardware are rusted and cannot be removed with traditional means.
