I can get the bar to slide right into the brackets but how does it stay in there without falling out?

The MasterTop Tailgate Bar Kit for Jeep Wrangler YJ, TJ, and Unlimited relies on tailgate bar retainer clips mounted to the body sides to lock the bar securely in place.
Retainer Clips: The ends of the tailgate bar slide into side mounts or retainer brackets attached to the tub. Once fully seated, the downward tension from your soft top or tonneau cover keeps the bar locked into the channels so it cannot lift or slide out.
Tailgate Bar Angle: Make sure the bottom edge of your soft top window retainer is properly slotted into the groove of the bar. When zipped and tensioned down, the fabric pull forces the bar downward into the brackets.

Why does this item have brackets? Drilling for what? And where...my Sahara has brackets...I just need the retainer bar for a new tonneau cover.

If your vehicle came with a hard top then it would not have come with a tailgate bar or the brackets for it. That is why drilling may be require and it has brackets. If your vehicle came with a soft top, this is a direct replacement if yours is damaged or missing.
