Does this cover have a release for the front/cab panel? How do you access the cargo from "both ends" as described?
It does. There are latches on the left and right that are released by a cable to access the front panel.

What kind of weather rating does it have? Will it keep the bed dry?
It is good for all weather conditions including snow and ice. The seal is not hermetic so water and moisture can get into the bed even when closed, even though it will be a very little amount, it is worth noting.

Do you need mopars optional rail system to install this Or will it go in a plain bed with the factory sprayed Bedliner
No. The Trail Rail system is not required for installation of the tonneau cover. You will be able to install the rails later if you choose, there is no conflict.

What is the weight limit that the closed cover can take?
It is not rated for supporting weight other than occasional weather related loads such as snow.

Is this compatible with the Trail Rail tie-down system that is optional on Gladiators?
Yes. This will work with the Trail Rail system in place.
