You can use this same part for your JL. The Rough Country 10596 Full Width Front LED Winch Bumper is a multi-fit component designed to work on the 2007–2018 Wrangler JK, the 2018–2026 Wrangler JL, and the 2020–2026 Gladiator JT. This is a confirmed fitment with Rough Country for the JK, JL, and JT.

What is the winch pull capacity rating? Is it rated for 10k or 12j?
You can use either 10k or 12K.

Does it require relocation of the vacuum pump or any small modifications of bolt holes or fog light extension harness? Thanks

Are the lights in the light bar removable, like in case they need replacing?
LED are diodes soldered on to a circuit board, so they are not individually replaceable. You would have to replace the whole light bar.
