Will a 10-inch long light fit onto the bumper mounts
Yes, a 10-inch light will generally fit, but it depends on the style of the light and how wide its housing is.
The ARB - 3450470 - Bondi Stubby Bumper features two integrated antenna/driving light tabs welded onto the top of the center tube loop. Because these tabs are positioned closely together on the main hoop, a 10-inch single-row LED light bar or a pair of smaller independent round lights will fit comfortably. However, a bulky dual-row 10-inch light bar or one with very wide side-mount brackets might crowd the center hoop.

Does the tow hooks fit the 3/4" shackles
While they would fit, the design of the recovery point would make it very difficult to isolate the D-ring shackles movement. Thanks for your inquiry.

Does this come with brackets to mount lights to the bumper like the stubby classic?
This bumper does have tabs on the hoop to allow light mounting.
