does it lock on tire or back gate anyway?

The rack attaches to a mounting plate that sits behind your spare tire, held in place by your existing wheel lugs. Because the spare tire itself is bolted to the carrier, the rack's foundation is as secure as your spare tire.
To secure the rack and your bikes, you typically need to add external locking mechanisms:
Rack-to-Vehicle Security: Since the rack's main arm slides into the mounting plate and is secured with a hitch pin/bolt, many owners replace that standard pin with a threaded locking hitch pin. This prevents someone from simply pulling the pin and sliding the entire bike rack off the mounting plate.
Bike-to-Rack Security: The rack includes a heavy-duty integrated security cable. You can loop this cable through the bike frames and then lock it back to the rack's main body or the spare tire mount using a padlock.
Spare Tire Lock: For the most secure setup, ensure you are using at least one locking lug nut on your spare tire. Since the rack's base plate is sandwiched behind the tire, locking the tire effectively locks the rack's base to the tailgate.

Do you have to use the straps that go to the bottom of the rear door or will the strap around the tire and through the wheel be sufficient?

Short answer: Yes, you must use them.
Using only the strap around the tire is not sufficient and could lead to the rack shifting or falling off while driving.
