Is this plug & play for an 09 Sahara ?
This is a plug-n-play for 07-10 Sahara and Rubicon. 2011 and newer JK/JL/JT will require a fog light harness.

I have a 2019 JL Sport Unlimited with a plastic bumper. Will this order have everything I need to install without having to buy any extra wiring, harness or screws?
This will not fit the Sport. This is for Rubicon & Sahara only.

These will not work on your Sport. They are designed to work on Sahara & Rubicon applications.

Will these work on a JL wrangler? Also how are the Halos powered? Is this through the same plug and play connector?
The halos will be wired into the turn signal. The lamps themselves have a plug and play harness.

Will these Oracle lights work with the factory steel Mopar bumper and replace the factory fog lights as a direct bolt-in?
As long as you don't have a Sport model, these will work with your factory Mopar plastic bumper and bolt up.
