Can you drive with the top open partially just on the top? And, can you put the soft top down over the tonneau cover or do you need to remove the tonneau cover every time you want to do this?

They are both equally resistant to the elements, the Twill is a denser fabric and will be significantly thicker.

Can this fit to a sahara 2019 UNLIMITED with hard top from factory or it needs special adjustment?
This is not compatible with the Hardtop model as is requires the top deck and surrounds from the OE soft top to install. It is a two piece kit that includes the Wind Stopper Plus and the Tonneau cover only.

Yes, it would require an OE or factory style tailgate bar to install to the tub.
