Will these still be waterproof if submerged? I am wondering if they will work as a dry box on a raft, where there is the possibility of the raft becoming submerged/flipped in rapids.
No, they will not reliably stay dry if fully submerged.
While the Overland Vehicle Systems Dry Storage Boxes feature a dustproof and waterproof gasket seal designed to withstand rain, splashes, and trail elements, they are not rated for submersion.
If a raft flips or the box goes completely underwater in rapids, water pressure and the standard rubber-gasket-and-latches design will allow water to seep inside. Additionally, these boxes include a built-in drain plug, which is another potential point of water entry under full water pressure. For whitewater rafting where submersion is a real possibility, you will want a certified submersible dry box or heavy-duty dry bag instead.
