How much clearance between the loops and the bumper itself? In case I wanted to mount lights in between them instead of directly on the bar.

The Mopar 82216474AB Triple-Hoop Grille Guard is specifically designed for the factory steel bumpers found on Rubicon and select other trims of the Wrangler JL and Gladiator JT.
While Mopar does not publish a specific "clearance" dimension in their technical manuals, it is a well-known setup in the Jeep community for mounting auxiliary lights.

Are you able to mount extra lights to onto the bar?

Yes, you should be able to mount extra lights to the Mopar 82216474AB Triple-Hoop Grille Guard.
Here's why:
Tubular Design: The grille guard features a tubular design with hoops that provide a sturdy structure for mounting auxiliary lights.
2-Inch Diameter: The product description specifies that the guard has a two-inch diameter, which is a common size for light mounting clamps and brackets.
Wiring Hole: Importantly, the description also mentions a "wiring hole with cover is included for ease in adding auxiliary lamps, if desired." This strongly suggests that Mopar intended for users to be able to mount lights to this grille guard and provides a convenient way to run the wiring.
How to Mount Lights:
You will likely need to purchase separate light mounting brackets or clamps that are compatible with the 2-inch diameter tubing of the grille guard. Many aftermarket off-road lighting companies sell these types of mounts.

Will the end sections bolt flush with a stubby bumper? Look like the washer pieces are trying to fill the gaps.

Smaller gaskets x2 and included to close a small gap when the brush guard is used with stubby bumper less the modular ends. Thanks for your inquiry.

will this mopar grille guard fit 2022 gladiator with steel bumper with front trail camera, with no interference with camera?

It will fit your model if equipped with steel bumper. While the brush guard will partially be in view, it should not obstruct the trail camera fully. Thanks for your inquiry.
