Is there a weight limit for the tire and rim that can be mounted on this?
Rugged Ridge does not list a specific weight limit but does say it will hold up to a 35" tire and requires bumper part # 11503.24 or 11503.22.

No - this is specifically designed for Rugged Ridge bumpers, part # 11503.24 & 11503.22.

What is the tow capacity of this bumper
This is not a bumper. This is the swing-away tire carrier section for a bumper. The bumper itself is here: https://www.quadratec.com/products/12202_320_07.htm The bumper itself is not rated for towing, but for accessories (bike racks, etc.) only.
