Yes, these are molded in a textured black and intended to be installed as they are shipped. Not to be painted.

Are these a true jet Black? my originals turned gray.
Yes, they are black. Left alone they will fade to gray as well. UV stabilizers tend to leech out over time. Products like Forever Black will condition the plastic as it cleans and make them last longer.

No, unfortunately since these are original replacement parts, printed instructions are only located in factory service manuals.

For the mounting hardware on the fender flares, is there a special tool to install the rivet nuts? I have tried to use these before and while tightening the screws into the nut, it simply strips the hole in the fender.
Yes, you will need a Metric nutsert tool such as Performance Tool #W2007

Are these meant to be painted to match? I have a 98 Sahara and my flares are green.
For these to be painted they must be sanded and primed first. The only flares that we offer for painting without sanding are the original Mopar Flares found here : https://www.quadratec.com/products/12514_02_07.htm
