Does this product come with a mounting bracket for the rear spare tire or do I need to purchase it separately? If so, which one will fit?
No, it does not. It will require the spare tire bracket for the roto pax mount and the roto pax mount to both be purchased separately. See the following parts. Roto Pax Spare tire Mount and Roto Pax Deluxe Mount. Thanks for your inquiry.

Can they be mounted without interfering with the Wrangler Rubicon backup camera?
Yes, but you will not be able to mount to the center of the spare tire. It will need to mount in a different location, such as a roof rack.
