I purchased a set of these along time ago and they came with a removable black panel on the bottom. I made a clear substitute and got a license plate light. Do these have that removable panel?

Does this have LED lights?

No this is not side specific, the will not be a license plate lamp in either. Thank you for the question.
If I were to install these on a domestic (non-European) YJ would I have to re-wire for a three bulb light?
That's correct. You would need to cut/splice, t-tap, or whatever your preference is to run the wires accordingly.
