Will this fit upper oil pan gasket seal holes on a 2008 JK?

Mopar part number 06104370AA is a "Hex Head Bolt and Coned Washer, Mounting". It is described as an M6x1.00x30.00 bolt used for various mounting applications, including the front support bracket to the front cover on some vehicles.
It is not related to the upper oil pan gasket for your 2008 Jeep Wrangler JK.
For the upper oil pan gasket on your 2008 Jeep Wrangler JK with the 3.8L engine, you will need to look for the correct Mopar or aftermarket part number for that specific gasket. A search indicates that the Mopar part number 5241062AB is an oil pan gasket package for the 2007-2011 JK Wrangler with the 3.8L engine, which would include the necessary gaskets.

Will this work for an 06 TJ, I can't find standard fender bolts on the site for this year. Thanks!

No, sorry it will not. The original TJ fender mounting bolt is OE part number 04708442 or cross reference 06100583. It is a Hex Head M8x1.25x25 spec, but we do not have sourcing at this time. Sorry for the inconvenience.

I this the fastener to mount front quarter panels?
Is this the cost for 1 bolt?

This is the price for one bolt, at the front fenders, this bolt is used to mount the fender liners (5 each), the fenders to the subframe should be 06105097AA. The threads are the same, but this 70AA bolt for the liners is 10mm longer

Is this the correct bolt for connecting the inner liner of the fender flares to the body of Jeep jk?

Yes this is the vertical bolt that attaches the fender supports to the mounts on the body. There should be 5 for each support.
