Are these lights DOT certified? I just had an inspection failure in Virginia

Not only are these lights DOT/SAE compliant but they are FMVSS compliant. There is no reason your local inspection station should have failed you. The DOT/SAE/FMVSS compliance information is physically on the bottom of headlight lenses. It sounds like the inspection tech missed this.

Will these lights work with daytime running lights?

Yes, they will but you may need to reprogram your vehicle to activate the low beams instead of the high beams for DRL. AEV Procal can do this for you.

what is the difference between the Quadratech Stealth LED and LED lights. Both are same price. thanks

The Stealth Quadratec LED Headlights have a blacked out "Q" and allen bolt heads. The regular Quadratec LED Headlights have a silver "Q" and allen head bolts. That's the only difference. Output is the same.

Traveling through the northern Midwestern US including lower Canada, what is the risk of these not defrosting the accumulating snow from the lens? Comparable to the factory halogens? Better? Worse?

Sure, these have the same properties as the factory headlights in regards to the weather so they would be the same.

What are the performance # for these lights? Lumens, etc..

Our brand headlights at low beam are 719 lumens and project about 195 yards, at high beam they are 1169 lumens and project 470 yards. Also, they draw 2.13 amps and have a bulb life of about 30,000 hours.
