Are lower control arms included? They are in the picture, and listed in the Included Parts on the web page, but they are not listed in the parts list within the PDF instructions.
And if they are included, are new/longer upper control arms also needed? Thanks.

Yes, front and rear lower control arms are included with the Quadratec Maximum Duty 3.5-inch Coil Spring Suspension Lift Kit.
While you can technically install the kit with factory upper arms, it is highly recommended to upgrade to adjustable upper control arms for a 3.5-inch lift for several reasons:
Pinion Angle Correction: Lifting a TJ 3.5 inches significantly steepens the angle of your driveshafts. Adjustable rear upper control arms allow you to rotate the axle to fix the pinion angle, which is essential for preventing driveline vibrations.
Caster Adjustment: In the front, the lift pulls the axle backward. While the included longer lowers help, adjustable front uppers allow you to set your caster properly so the Jeep tracks straight and doesn't "wander" on the highway.
Durability: Stock TJ arms are thin stamped steel. Aftermarket arms are significantly stronger and use better bushings that allow for more suspension travel (flex) off-road.

Will this still provide the same amount of lift when on a 03-06 Rubicon? The Rubicon already has a 1" higher lift from the factory correct?

While the 2003 Jeep Wrangler Rubicon came with enhanced off-road capabilities compared to other TJ models, it's more accurate to say it had a "beefed-up" suspension rather than a factory lift. So this lift kit would provide a 3.5" lift.

Does this kit not need an adjustable front track bar?

No. Adjustable front and rear track bars will need to be purchased separately.

You’ll be able to use tires up to 33 inches.

What do I need if I don’t want to lower the transfer case?

If you have an NP231 transfer case, adding a slip yoke eliminator kit also referred to a driveshaft angle reduction kit along with a proper drive shaft can alleviate any driveline vibration if you do not want to use a transfer case lowering kit. Thanks for your inquiry.
