Do you have to use a tool to mount it to the hitch? Or is there an option to use just a regular non threaded pin and clip?

This really depends on each individual bike. Some combos of 4-bikes may not fit together where others will. Sometimes they have to be loaded in opposite directions. Sometimes they need an adapter such as part # 92034.1010. Sometimes they do not. It's really a case by case basis as bike frames, dimensions, accessories, etc., can be very different from one bike to the next.
Will this work on 2020 Toyota Tacoma?
This bike rack will fit any vehicle with a 2" receiver hitch.

It will fit the 2018 JK Rubicon. It will obscure the rear camera on the JL Rubicons.
Looking to use this 4 bike rack for my JKU when being flat towed behind my RV. Many rack manufacturers will not approve their rack to be used on a flat towed vehicle. Can this rack be used on my Jeep when being flat towed behind the RV? Thank you!
Yes this can be used on a flat tow setup. As long as this rack is mounted correctly it would be no different then taking your Jeep on a road trip with the Quadratec Bike Rack.

There are too many other variables in play to confirm this. What I can do is provide you the measurements from the hitch pin hole to the inside of the vertical bar. There are two hitch pin holes that can be utilized: Hole One: 13 1/8" to the rear of the vertical bar Hole Two: 12 1/4" to the rear of the vertical bar
