Would I need to order the Rugged Ridge Spartacus HD tire carrier wheel mount with this too?
If you go with a 37" or larger tire they strongly suggest using both the hinge casting and the adjustable carrier. The carrier is better for varying backspace for after market wheels. Thanks for your inquiry.

Do tire bumpers have to be used with this, or do you just adjust it as close to the frame and body as possible?
No bumpers are needed or used for this system. Its strength lies in the material and design. From the manufactures instructions: "When adjusting wheel position, make sure wheel and tire are as close as possible to the vehicle/Wheel Mount without touching. If mounted too far away from vehicle, it can cause unnecessary stress or damage, which could result serious injury or damage to property."
