Are these the correct replacement bushings for the YJ greaseable shackles?

I am so confused, it takes two sets per shackle, you sell 3 sets, that's only one and a half shackles, it takes 16 bushings? I am so confused, please enlighten me?
Each kit does one leaf spring. Two bushings meet for the Main eye end and the 4 bushings will be for the shackle mount end of the spring. Sorry for any confusion.
