Is this California Emissions Compliant?

The Omix Exhaust Manifold Kit for Jeep TJ/Jeep/ZJ 4.0L functions as a direct-fit replacement exhaust manifold rather than a catalytic converter, meaning it does not alter or interfere with emissions equipment.
Exhaust Component Only: Because this kit replaces the cast-iron exhaust manifold, gaskets, and hardware (and does not include any catalytic converters), it is legal for street use in California and compliant with emissions inspections.
Factory Setup: It maintains your stock emissions layout by utilizing the original factory mounting points and allowing your vehicle's factory-installed catalytic converters and sensors to remain completely untouched.

What's the difference in this kit (17622.12) and the cheaper 17622.08 (Quadratec number 917622.08. Per fitment info both fit my 1997 Cherokee XJ.

17622.12 comes with the collector gasket, 17622.08 does not come with the collector gasket

My Cherokee is a 2000. In your description it says: up to 1999.
Can I use your product?

No 1999 was the last year of the distributor. 2000 they switched to coil packs.

Does it make your jeep louder?

No this is just a better design over the original. This is made from tube steel and has an expansion section to stop from thermal cracking like the factory style did.
