Is it possible to just order the wiring harness? If not, would you mind steering me in the right direction. Thank you kindly

No, Mopar does not officially offer the wiring harness from the 82215385AC kit as a standalone retail part number. Because it is considered a component of a "Performance Accessory" kit, Mopar generally requires you to purchase the entire kit to get the specific harness.
There are many options, as most brands have a wiring harness specific to their lighting or electrical accessories. That's where we recommend you start - pick your light(s), then find the recommended wire harness.

These are a concentrated spot beam

Can you mount these to a bumper and use as fog lights?

They are not legal for street use. You could be stopped and ticketed for highway use as the beams do not meet DOT standards for shape and direction.
