I can't fold my soft top back because, even in the unlock position, the forward-facing arms wont move. Am I doing something incorrectly here?

Yes, this is a common point of confusion with the JL soft top design. Even when the side latches or header latches are released, the forward-facing and sunrider pivot arms will often lock up if there is still tension on the fabric or if the rear sail panels and quarter windows are fully zipped and sealed.
To get the arms to release and fold back smoothly, make sure you take the following steps:
Release Tension First: Ensure the header latches at the windshield frame are completely unlatched and flipped up.
Disconnect the Rear Corners: Pull the bottom edges of the rear sail panels out from the body tub channels. If the rear corners of the top are still tucked into the belt rails, the fabric stays taut and prevents the side bow arms from pivoting.
Open the Sunrider Feature First: Before trying to drop the entire frame completely into the back, fold the front Sunrider portion back first to break the tension on the linkage.
Check the Latch/Release Levers: On the JL frame mechanism, ensure the spring-loaded release buttons or locking levers on each side joint are fully disengaged, then apply gentle upward and backward pressure to start the fold.

Will this twill top stain from mud easier than a sailcloth top ? It seems like it would not clean off as well as the more “plastic” smoother surface top.

No, they do not harbor or show stain any different than a standard soft top.

what is the difference with Mopar 82215803 Sailcloth Soft Top Kit?

Twill is thicker and offers better insulation properties and a longer life span. Twill is the factory Premium option where as the Sailcloth is the base model soft top.

Click Here for Black Diamond. The soft top and hardtop cannot be on the vehicle at the same time, they are not intended to be used together.

Is this top completely convertible? Or does it just go into a bikini top like the traktop from bestop.

This is completely convertible. When the side and rear windows are removed this will fold back and rest on the rear sport bar, and of course it also has the Sunrider feature to open the area over the seats for some fast sun.

How compatible is this with a hard top. We live in a snow in winter, 90-100F summer area. I own a hard top, and would like to be able to switch out to soft-top for summer months. Is this built to be installed/uninstalled on a yearly basis?

It is made to be interchangeable. Once the original installation is complete you can remove the soft top down to the brackets (which can stay in place with hardtop on) in a matter of minutes. If you are going to be swapping out, consider the black diamond version of the top to save some $$$$. The material is lighter for the months that you will be using it so it makes handling easier in every way...With that said this is a great top!
