How does the dash pad screw into the dash frame? It is just foam on the back. I'm concerned that screws won't grab onto the foam and not sure what is to keep the pad from simply falling off the dash frame.

The Key Parts Replacement Dash Pad for the 1987–1995 Jeep Wrangler YJ does not actually use screws to attach directly to the front of the dash frame. Instead, it is held in place by a series of integrated metal studs and a lip that interlocks with the dash assembly.
How the Dash Pad is Secured
Integrated Studs: The back of the dash pad has several threaded studs built into the mold. These studs poke through pre-existing holes in the top of the metal dash cowel (the part of the body just below the windshield).
Speed Nuts: Once the studs are pushed through the holes, you secure them from underneath the dash using speed nuts or small flange nuts. This pulls the pad down tight against the dash frame.
The Lip Seal: The front edge of the dash pad (the part facing the seats) has a molded lip that tucks behind the main vertical dash plates.
Windshield Frame Factor: To properly access the mounting holes and seat the pad, you often need to fold down the windshield. The weatherstripping at the base of the windshield helps "sandwich" the back edge of the pad once the windshield is raised back into the upright position.

Does this include the back bracket that bolts to the dash frame?

No. It screws into the plastic piece also containing defroster ductwork that the OE dash pads screws into. Thanks for your inquiry.
