Are there any instructions that show how to take the old cylinder out of the housing to reuse it?
No, unfortunately there are no instructions available for replacement parts.

How/where do you get the addl items needed to be able to lock the lid on the center console?
The center console lock cylinder is #4746305 , all other small parts are only serviced in a complete console assembly.
