Does this come with the rubber seal that fits around the filler tube? If not can you purchase the rubber seal on its own as the factory housing had the rubber seal moulded to it

Yes, the rubber seal is included. A new photo has been added to show the underside.

Does this snap into place like the factory one? Can it be painted?

Yes this just snaps in place, it is an original piece. You can paint this, but the plastic must be resurfaced or primed. Items like this are made with UV stabilizers formulated into the plastic so they do not dry rot quickly. Those same stabilizers make it so paint does not bond like it would to a primed or prepared surface. The paint would flake of pretty easily especially being exposed to fuel.
