Questions

Do these fit for the stock inner fenders?
The inner fenders use 06104370AA.
Are these the bolts needed to attach the plastic bumper cover to the bumper mounts?
Assuming you are referring to the stock front bumper on a JK, you would need 4 of 68003354AA.
Will these bolts work as replacements for the spare tire rack on an 09 JK? I purchased the Jeep and it did not have the carrier or the bolts to mount a delete plate. Finding these replacements bolts, has been harder than I thought it would be.
Yes these are the original bolts used for the rear tire carrier on the JK Wranglers. This will match the threads in the tailgate.
