Imagine a $5 pice of plastic kept me from driving safely. You can rig this up temporarily. Buy an extra or two and keep in glovebox.

Questions

will this fit the upper end of the shift cable at the shifter ?
No this bushing is only used on the transmission bracket end.
Does this come with the little compression tool to get it in place?
Unfortunately no, this is shipped as you see it.
