Will this work in a 2004 TJ Rubicon 44 front differential?

Yes, the EATON 19969-010 Performance ELocker will work in a 2004 Jeep TJ Rubicon front Dana 44 differential, provided your gear ratio is 3.92 or numerically higher (such as 4.10, 4.56, 4.88, etc.).

What other parts are needed for a complete installation?
The factory spec sheet for my vehicle shows a Heavy Duty Dana 44 rear axle with 3:73 axle ratio, is this the correct ELocker for my application?

To complete the installation of the EATON 19969-010 Performance ELocker, you will need:
Master Installation Kit: Includes new carrier bearings and races, pinion bearings, shims, a crush sleeve (or shim pack), pinion seal, ring gear bolts, and marking compound. (Note: Because aftermarket locker cases have slightly different dimensions than factory open carriers, make sure to use a matching Dana 44 bearing and shim kit).
Ring and Pinion Gears: If you are changing your gear ratio during the locker install.
Wiring and Switch Solution: The ELocker includes its own harness and switch, but if you want OEM integration, you may need an adapter harness or controller (such as a Z Automotive harness) depending on your vehicle setup.
Gear Oil & RTV/Gasket: High-quality gear oil (following Eaton's specs) and a differential cover gasket or RTV sealant.
2. Is this the correct ELocker for my application with a 3.73 axle ratio? No, the EATON 19969-010 is not the correct locker for a 3.73 gear ratio.
The -010 part number suffix is specifically engineered for 3.92 and numerically higher gear ratios (e.g., 4.10, 4.56, 4.88).
For a 3.73 ratio and numerically lower ratios (like 3.21 or 3.73), you need the carrier built for the lower ratio break (such as the Eaton ELocker model designed for 3.73 and down)
The correct part number:
For a Dana 35 rear axle, the correct part number is 912A569
For a Dana 44 rear axle, the correct part number depends on your gear ratio:
3.73 and Down: 913A589
3.92 and Up: 913A590
