Is this top rainproof for the areas it covers?
Yes, the Black and Khaki are made from the same 23oz. vinyl that is used for the soft tops. In heavy rain there may be some water that perks through the velcro area.

Can this be used instead of the panels on a 4 door hardtop?
No this can only be used when the hardtop or soft top is completely removed. It requires the use of a windshield channel
