Is the halo a running light? Or does it only come on when the parking lights are on?

How the halo functions depends entirely on how you choose to wire it during installation:
Parking Light / Manual Control: If you tap the halo power wire directly into your factory parking lights (as recommended in Oracle's standard instructions), the halo will turn on whenever your parking lights or headlights are switched on. This gives you manual control over them during daytime driving.
Automatic / DRL Mode: If you wire them into an ignition-switched source or a dedicated daytime running light (DRL) circuit (such as using fuse F52 in the engine compartment fuse panel on modern Wranglers/Gladiators), the halos will function as true running lights, turning on automatically whenever the vehicle is on.
