Hi Will this bumper accept a Rugcel EMCP 13500 winch?
The Carnivore Front Bumper will physically accept the Rugcel EMCP 13500 winch because they share the same industry-standard bolt pattern, but you will be operating at the very edge of the bumper's structural limits.Official Quadratec/Carnivore documentation states the bumper is engineered for winches up to 12,000 lbs. If you get into a severe recovery situation where the winch is pulling its maximum capacity, you are putting 1,500 lbs of force on the steel plate beyond what it was tested for. This can lead to the winch plate bowing, the mounting bolts stretching, or damage to the bumper's frame brackets.
The Rugcel 13,500 is a "large body" winch (approx. 21" long). The Carnivore bumper has an open-top design, so side-to-side clearance is generally excellent. The Carnivore bumper comes with a removable overrider hoop. On larger winches like the EMCP 13500, the solenoid/control box (the part where the wires plug in) is often very tall. If your Rugcel has a top-mounted control box, it may sit very close to or slightly interfere with the overrider bar. You may need to mount the control box to the side or leave the overrider bar off. Also to note, Carnivore bumpers are designed for Hawse Fairleads (flat plates). If your Rugcel came with a large Roller Fairlead, it might protrude significantly; a Hawse fairlead is recommended for a cleaner fit.

what is the width between D-ring mounts?

Does the stubby version of this bumper also have auxiliary lighting mounts? From photos it is difficult to tell if there is room for a light behind the mesh panels.
No, the stubby version does not have an auxiliary light mounting point behind the mesh grille inserts. Only the mid and full width bumper have this option.
