No, the storage area under the carpet become inaccessible while the Security Box is in place.

Will it work with a Power Tank installed on the drivers side?
There are a lot of variables in your question - dimension of the tank, mounting location of your tank, etc. It would be hard to give a definitive answer. Likely, yes it will fit with the tank. But we'd suggest having a plan in place to relocate the tank as needed.
