Is the height of the spare adjustable? The pictures show a welded mount, but the ones I’ve seen in person have an adjustable height tire mount.

Yes, the height of the spare is adjustable.

Referrence 2004 Rubicon: does the rear door/tailgate swing fully open with this tire carrier installed? And, in the listing of questions quadratec answered questions regarding the built-in hitch receiver tow rating indicating that it is for recovery only and not tow rated, but also stated that it is rated for 2500# towing. Which is correct?

The Rock Hard 4X4 RH2001-C Rear Bumper/Tire-Carrier, it is designed to allow the rear door/tailgate of your 2004 Jeep Wrangler Rubicon to swing fully open.
The conflicting information stating it's for "recovery only" while also listing a "2500# towing" capacity can be confusing. But, both are accurate.
Here's the likely explanation:
Recovery vs. Towing: The built-in hitch receiver on many aftermarket bumpers, especially those with integrated tire carriers designed for off-road use, is often primarily intended and rated for recovery purposes ONLY. This means using it to pull another stuck vehicle out of a bind with recovery straps or a winch.
Lower Tow Rating: The 2500# towing capacity mentioned is a significantly lower rating than what a factory-installed tow hitch on a Jeep of that era would typically offer. This lower rating is likely due to the bumper's design and how it mounts to the Jeep's frame, which might not be as robust for consistent towing as a dedicated tow hitch bolted directly to the frame rails.
In summary, prioritize the "recovery only" designation and the lower 2500# rating as the accurate representation of its towing capability. If you plan on doing any significant towing, it is highly recommended to install a dedicated, frame-mounted tow hitch with a proper tow rating for your vehicle.

It says for 32 inch tired will it work with stock tires?

Yes, the Rock Hard 4X4 RH2001-C Rear Bumper/Tire Carrier is designed to accommodate tires up to 32 inches, but it will still work perfectly fine with stock tires. The tire carrier can hold smaller tires securely, as it is compatible with various sizes. You may notice a bit more space around the stock tire compared to a 32-inch tire, but functionally, it will mount and operate just as well.

I see the provision for locking the jack but is there anything to lock the carrier so it doesn't swing out while driving? (In case someone tries to be cute. I'd never forget to secure it....) Also, will this work with a 4" body lift? Thank you.

There is a lever on the outer driver side to release the tire carrier. This does not lock, but it is compatible with a body lift.
