If I have the Mopar Tailgate Reinforcement System do I still need this in addition to support a 35” tire or will I be ok with the the tailgate reinforcement alone?
For tires over the factory 33" tires you will need both

How do you seat the tire bumpers in the door? Pushing and turning doesn’t seem to work
The bumpers should be pressed and turned clockwise like a standard thread to attach to the door.

Is this needed to mount a 35 in Spare? Can it be mounted without it?
The factory tailgate as it comes from the dealership can only handle a 33" Rubicon wheel and tire max. Anything larger requires the support from a kit like this, otherwise the entire assembly can fall off of the vehicle from the excess weight.
