Are these bare metal so they can be painted or do they just come in coated
NO, these come pre-powder coated in black.

Is this for the fabs four fenders themselves as a base or is this just a slim look?
They are designed for a slim fender flare less design or delete set up. They are not a base for a system. Thanks for your inquiry.
