Rough Country 10527 Hood Louver for 07-18 Jeep Wrangler JK
Rugged Construction: The Rough Country Hood Louver is made from durable CNC Laser-Cut aluminum and is finished in a tough black powder coat. The included black rivets give the plate a stream lined look.
Heat Dissipation: When traveling slowly in traffic or while rock crawling, under-hood temperatures can climb to dangerous levels. By adding vents above critical engine compartment areas, this hood allows heat to escape.
Vehicle Specific Design: The Rough Country Vented Performance Hood is engineered to fit all JK Wranglers with factory style non-vented hoods. It is compatible with both single and dual sprayer nozzle hoods. The “RC” logo cutout in the center of the plate shows the factory paint as an accent.

The quality of paint (some kind of polymer paint?) doesn't make any sense. I will attach the photo. No, the box was not damaged, the item was packed very well.
