Will this work for a 2007 Jeep Liberty?
This is a universal fit Rear Spare Wheel Mounted Bike Rack that fits tires up to 35”x12.5”. Will not work on vehicles that have a rear spare mounted camera

Is the hitch compatible for a 2019 JL Unlimited with a factory installed backup camera?
No, this does not mount to the hitch. This goes through the spare tire. It is not compatible with the JL

What's the width of the arms and pads? I'm wondering if my small bike will fit on this rack with using an adapter between the steerer tube and seat post.
The posts are 10" apart on centers, and 11" outside to outside
