replacing shocks on my 1999 jeep wrangler I don't know what lift it has on it but the shocks measure
Front 14 1/2 - 24 1/8
rear 14 13/16 - 24 7/8. would these work or do you have some that would work
Based on your measurements you have 3.5-4 inches of lift. Part# 16116.0412.14 would be the appropriate shock kit.

Would I need springs if I wanted to go from stock shocks to 2-3" shocks?
Yes the extended shocks would be too long without the corresponding springs
