Yes this is a steel bumper but will not fit the JK frame.

What does the “mounting hardware” include?
The mounting hardware is really only the threaded studs that are attached to the bumper crossmember. This will reuse the nuts that currently hold your stock bumper on.

I just received this bumper and noticed it did not come with the with the screws that would go into the end caps which wasn't included in this option. Can you tell me the part number for these screws so I can order them?
The end cap screws are #68355472AA, and you will need the thread clips #06105244AA if they did not come with the bumper .

Yes that particular winch will fit, a winch mount kit is needed for installation of any winch to this bumper
