Does this steel bumper re-use hardware from the factory plastic bumper on the Sport S? I had the standard halogen fogs, do I need a special harness for the LEDs that come with this?
This should come with minimal hardware. On the back of this bumper is a cross plate that has weld-studs that will attach through the frame horn. Simply torque the nuts down to the studs and you are good to go.

Do I need to purchase a winch mounting plate/kit or is this bumper winch ready?
The winch mount kit is sold separately for this bumper. See 12249.0702 for a good example

Yes this bumper will accept the Warn winch plate and 12S winch
