Hi Will this bumper accept a Rugcel EMCP 13500 winch?
The mounting bolt pattern is a match; however, Quadratec officially rates the integrated winch plate in the QRC bumper for winches up to 12,000 lbs.
While the winch will physically bolt down, using it at its maximum pulling capacity (13.5k) could technically exceed the structural design limits of the 6-gauge steel bumper or its mounting points on the Jeep's frame. In a maximum-effort recovery, you run a higher risk of bending the plate or shearing bolts compared to a 10k or 12k winch.
The Rugcel 13,500 is a "large body" winch, measuring roughly 20.8" to 21" in length. The QRC bumper has a recessed winch cavity. While most standard winches fit, some users have reported that the control boxes (solenoids) on larger 12k+ winches can hit the top grill guard hoop or require the control box to be relocated. If the Rugcel's control box is mounted directly over the drum, you may need to "clock" it or move it to the side to clear the bumper’s grill guard.

Will this fit factory LED fog lights from a 2020 jl wrangler?
The Quadratec QRC Front Winch Ready Bumper is designed to reuse your factory fog lights, but there is a major compatibility exception: it will not fit the factory LED fog lights from a Rubicon steel bumper.
If your 2020 JL Wrangler has the standard plastic bumper (Sport or Sahara) with the factory LED upgrade, they should bolt right in. However, if your Jeep came with the factory steel bumper group, the mounting brackets on those specific LED fog lights are shaped differently and are incompatible with the QRC mounting points.

Can this bumper be used with flat towing behind an RV with a blue ox system? Another way to ask this is Will this bumper interfere with the Blue Ox system.
The Quadratec QRC Front Winch Ready Bumper (12057-0141) will physically bolt onto the frame of your Jeep Wrangler JL or Gladiator JT, but there are critical factors to consider regarding interference and compatibility with a Blue Ox flat towing system.
Mounting Point Interference
The Blue Ox baseplate (like the common BX1139 for the JL/JT) and the QRC bumper both use the eight primary mounting holes on the frame horns.
The Problem: Most aftermarket bumpers are designed to sit flush against the frame horns. If you install a Blue Ox baseplate, it adds roughly 1/4" to 3/8" of steel to that mounting surface.
The Result: This often causes the bumper to sit slightly further forward than intended. You may need longer Grade 8 mounting bolts than what Quadratec provides, and you might have to slightly trim the plastic "air dam" or trim pieces that come with the bumper to clear the Blue Ox attachment tabs.
WARNING: The D-ring tabs on the QRC bumper are for recovery only and are not rated for flat towing.

No, it will not. That particular skid plate is designed to work with LoD Offroad Black Ops front bumper.

Does the factory skid plate fit on the bumper for a 2021 Jeep Rubicon Unlimited? I would like to re-install the skid plate with the new bumper.

Is there provision to mount a front license plate?
Yes and no. It's not on the bumper directly. You can use either a Hawse Fairlead or a Roller Fairlead license plate bracket to keep your front license plate holder. Example: Rugged Ridge Hawse Fairlead License Plate Mounting Bracket

The fog lights you recommed if needing to replace are out of stock - do you have any other fog lights in stock that would fit with bumber without additional wiring (2020 JL Rubicon)
This is the OEM option, but there are plenty of other too: Mopar LED Fog Lamps for 17-25 Jeep Wrangler JK, JL and Gladiator JT with Rubicon Steel Bumper
