Can I mount this bumper on the Jeep first, then mount the winch later without having to remove the bumper to do so?
You can install the winch after bumper installation, yes. It's a bit more difficult to do this, versus having the winch installed first, but it is doable.

What will i need to make the factory fog lights from a 2018 JL wrangler fit?
The fog lights from the factory plastic bumper will fit this bumper. If you have the factory steel bumper then you will need to change your fog lights or run aftermarket LED's.

Does the Smittybilt 98695 XRC GEN3 9500 lbs Winch fit with this bumper?
We have had reports that the control pack and wiring access is not ideal with the the Smittybilt 98695 XRC GEN3 9500 lbs winch. It can fit with some modifications but it is very tight against the grille. Thanks for your inquiry.
