Hello! Does this paint applies for the plastic fenders flares? Do they require a basecoat or they can be directly sprayed? Thanks!

Straight from the can, this would not be a good solution for fender flares in the long-term. Flexible parts are usually painted with a coat that is mixed with a small amount of latex to keep the paint flexible and resist cracking.

I am going to paint a set of half doors I picked up to match my solar yellow jeep. Do I need to use a primer before using this? If so what primer?

If they are Mopar half doors, you will not need a primer coat, they are primer coated at the factory.

If i wanted to re paint my hood using Mopar 4889420AA 5 oz. Touch Up Spray Paint in Silverstone for 00-02 Jeep Wrangler TJ, could it be done and how many cans would i need?

A large area such as a hood would need about 3 cans for 2 coats. The issue would be getting the smooth coat, a spray booth would be recommended.

Yes, 1 can should be enough for 4 hinges, check your hinges, a primer coat may already be applied. Otherwise a primer should be used.

Jeep does not offer a touch up for the bumpers unfortunately. The AEV touch up paint is the closest grain to the texture and color, please see 60306010AA

My 2005 LJ window sticker says "bright silver metallic" and there are two to choose from, PS2 and PSB. What's the difference and how do I determine the correct one?

Check the sticker that is located on the driver door aperture. Below the barcode will be the 3 letter code for your paint.

Is this what I would use for the black hardtop as a clearcoat? The Hardtop is the standard flat black finish.

The Mopar Hardtop Paint is 68060406AA.
