Is the clear coat on here for all Jeeps?
The Clear Coat is available for Jeeps that have a factory color that uses a clear coat. When in doubt check your VIN plate for a CC where the paint and trim is listed

Yes if your vehicle has a clear coat from the factory then you would need that as well.

Yes a patch that size you should be able to apply more than 2 coats.
