I'm painting a small part of the inner fender before installation - how long does it take to dry to the touch or to be handled?
Dry to the touch should be 2 hours. fully cured in 24 hours.

Does this have clear coat in it or do I need to purchase clear coat as well?
This is an enamel paint that has a high gloss, but a clear coat will always prolong the life of the paint and the luster. It would not hurt, but is not necessary.

Could this be used to change the color of a JL hard top?
You would need to sand and primer the hardtop and purchase a number of these cans to complete the job.
