Will this work for the silver bezels around the fog lights? If so, will I need to sand bezel down with sandpaper and what grit? Is there satin black?
The plastic primer that you use should have the proper procedure for its application. This paint is not available in a satin finish unfortunately.

Primer would be recommended for any untreated surface. In the case of powder coat, that should be stripped prior to painting. Not using the proper primer base would lead to chipping and flaking.

I noticed you stated, 4-6 hrs before handling, and 24 hrs complete cure.
How long before applying 2nd and 3rd coat if needed?
For best results you would want to wait about 5-10 minutes (depending on conditions) between applying coats. This way the coats are curing to each other and not creating layers. Allow to cure for 24 hours after the final coat has been applied.

5 oz., each can covers 8 square feet (single coat), and clear coat is available in the drop down list

Can I use this to paint my tow hooks?
Yes, but to assure proper bonding you will need to strip any finish that is currently on the hooks and apply a primer coat prior to using this paint

I am going to purchase the crown paintable fender flares and want to paint them to match the color of my Jeep. I was going g to purchase the billet silver paint and clear coat but just read it was suggested to use lacquer clear coat since that is what Jeep uses is that correct or should I stay with the Mopar clear coat
This is a lacquer clear coat. It will match the original look and sheen.
